1)      Meeting was called to order at 9:15 am.

2)      Motion to approve Minutes from February 28, 2015. M/S Bill V/Owen. Carried

3)      Class Reviews – No classes to review!

a)      New Handicap Review - No boats according to rules.

4)      Handicapping items:

a) Mainsail Size project

Motion 1: Remove all references in the Handicappers Manual Part II, Section 7.4.4 through 7.4.7 for Square Top Mains, Full Length Battens and Roller Furling Mains. Effective in 2016.

(The intent to replace all credits and exemptions currently applied to Mainsails with the introduction of “Undersized Mainsails Credits”)

Motion 2: Remove ALL of Section 7.4.2 & 7.4.2 a) of Handicappers Manual Part II and replace with the new Mainsail Formula as follows. Effective in 2016:

(The intent to remove statements regarding “Small Mainsails” & “Backstay exemptions” and replace it with the new formula)

b) JIB: Non overlapping jib measurement criteria
Adam Farkas suggested that no requirement for Full Length Battens be necessary.

Motion: Revise Handicappers Manual as follows:

Part II, Section 7.1.2:

Non Triangular Jibs – for boats with Jibs where the leach (aft edge) sheets in front of the spreaders and have at least one full length batten, will be required to submit the Headsail Half Width (HHW)

Friendly amendment:

Revise Handicappers Manual, Part II, Section 7.1.2 as follows:

NOTE: Any sail less than 115% LP should be reviewed and shall be measured for the HHW or risk protest.

c) SPINNAKER:

  • 15% (CL Fixed) sprit tolerance
    Adam Farkas wanted to ensure that owners and handicappers are aware that the 15%, centerline sprit tolerance is not intended to increase sail allowance, just a tolerance for no pole penalty.
  • Articulating spinnaker pole rule modification.
    Adam Farkas wanted to correct an unintended jump in Spinnaker Area size for boats with oversized poles with an undersized Spinnaker.

Motion to revise section 7.2.2 & 7.2.3b as follows:

Foot = MG for “unmeasured” sails currently in our database.

d)     Use of PHRF Codes with introduction of single digit.

Motion to discontinue the use of PHRF codes in the Handbook.

5)      Other items:

a)      Benchmark Boats –(tabled for review after Sail Area changes) Brian Thomson/Diana Riley
Need for criteria/rules when reviewing the ratings of Benchmark Boats.
Action: (tabled until after Mainsail Area rating review has been completed).

b)      US Sailing PHRF - Fleets - review and rate.
There is a need to review each of the US Sailing PHRF regions and give our Handicappers some guidance on which regions should be used for comparisons.
Action: Jamie Dike will review this for presentation at the next meeting.

c)      US Sailing PHRF numbers – how to use them
Jamie presented a paper outlining a guide for handicappers when looking at the US Sailing PHRF numbers.
Action: To publish this report and send it out to Handicappers. Eventually, with item 5 b) above.
