JIB AND SPINNAKER MAXIMUMS: Central Council passed a motion to change the maximum penalties for the Genoa and Spinnaker, effective January 1, 2006. The maximum allowable luff perpendicular without penalty on a genoa is now 155% of J. Previously 153%. The maximum allowable midgirth, without penalty, on a spinnaker is now 180% of J. Previously 183%. NOTE: Any spinnaker built before January 1, 2006 is grand fathered for the life of the sail. Spinnaker poles will not be grand fathered and may be affected by this change.

   The members voted to increase all PHRF-LO Time on Distance handicaps by +6 to better match the rest of North America.

The Time on Time formula has also been modified to ensure all PHRF-LO certificate holders maintain their 2005 Time on Time correction.

the ODR handicap for the J 22 requires that those boats conform to the "Class Rules" and must carry a motor
