Important Information

In this issue I am including an overview of some items that were addressed at the January 10th AGM. One of which will change the way we handle Certificate renewals and Club dues.

I hope that everyone had a great holiday season and look forward to working with everyone over the course of the next year.

   Kevin Piper of Harstick Sails gave a presentation following the AGM. His presentation included full participation from the floor. It was very informative and interesting.

Steve Killing has agreed to provide all PHRF-LO handicappers an interesting information presentation including the following:

- some basics of sailboat performance factors
- things that make a boat go fast and things that slow it down
- techniques for predicting performance and ways to estimate PHRF ratings
- presentation of some of his own data and his own formula
- the importance of using many different ways to predict the handicap of a boat

All PHRF-LO Member Club Handicappers and Rear Commodore of Sailing are invited to attend this presentation "free of charge".  Please respond to Diana Riley if you plan on attending. We would like to get an idea of how many people will be attending.

Annual General Meeting

The AGM was held on January 10th, 2004 at the Mimico Cruising Club. 41 people attended including several guests.

Jim Schacht retired as Chief Handicapper and Ian McKimmie (Asst.Chief Handicapper) was elected to fill this postion. Bob Porter (Rochester Corinthian Sailing Club) was elected to fill the postion of Asst. Chief Handicapper in Ian's place. See a complete list of PHRF-LO Officers.

Following a lengthy Question and Answer period, the 2004 Budget and Fee Proposal was accepted. Full funding was also approved to update the Race Analysis and Certificate program to Access.

Bylaw Section 5.1.1 will be updated as follows:
The Officers of the organization are mandated to protect the present and future viability of the organization. This includes appropriate Directors Insurance. They also reserve the right to confirm the appoitment of a PHRF-LO member club handicapper; additionally, the Executive reserves all rights regarding the issue of (including renewals) a PHRF-LO handicap certificate.

2 New Clubs were accepted and welcomed as Members of PHRF-LO.
