1)      Meeting was called to order at 10:30 am

2)      Approval of Minutes from November 18, 2017. Motion to approve:
            M/S. Fran/Owen. Carried.

3)      Spring Training Seminar - review of outline & responsibilities.
            Same as in previous years, with the addition of more details about Races & Analysis. Owen S will take care of arranging for sails.

NFS Delta proposal review

This was placed ahead of all rating reviews in order to facilitate this into the reviews.

c) Handicapper Request Review

J 29 MH IB - request by ROCH - Fran Doyle
Request to review all the versions of the J 29, in particular the IB vs OB designs and the observed performance both in the analysis and on the water. It was felt that the 6 sec/nm delta may not be applicable.
Action: It is agreed that this problem may be applicable to many classes where there is an IB and OB version. A conference call will be held in order to review this.

J 124 CF - Andy Hooker (YYC)
Request for review of this class handicap.
Notes:
This class has a suggested rating of 39 via the JBoats list in class configuration. This boat has added a very large spinnaker which is penalizing the rating. Owner had the Swan 44 previously.
Action: No change to rating. Class is Unique to SSYRA District and suggest that District review the rating as they have local knowledge.

Olson 911s - reduce by 3 sec. GHPRF meeting - Scott Lyons (rep)
Request to review this class rating.
Notes: This class is directly related to the Olson 911s Ericson.
Based on observed performance in analysis and on water.
Motion: (-6) to both versions.
M/S Jamie/Owen. Carried. John and Scott Abstained.

d) NFS-Delta request Review – all addressed via 6 d)
- C&C 29-2 - GHPRF meeting
- Grampian 26 - GHPRF meeting

e) Archambault 35 and all other Non-Mod Bowsprit Classes
- Request by John Crawley to have the Bowsprit Class, decoupled from the original symmetrical spinnaker on a pole design for classes where the Bowsprit was a factory option.
Action: Adam is waiting for a reply on his distribution of VPP analysis on the A35, asym & fixed sprit config.
Diana Riley to send Adam the certificates as requested.

f) J 27 - Appeal - ROCH - Fran Doyle
Motion for no change: John/Jamie. Carried. Fran apposed, Scott abstained.
- Class analysis indicates that an adjustment is not warranted.
- Performance data on the appellant and others in the class were reviewed. A significant amount of data from the Oakville area supports no change.

g) J 80 OD - rating request - Owen S.
Action: Tabled until the March meeting.

5)    Handicapping items:

a) SPINNAKER:

No changes or reviews

b) MAINSAIL:

7/8 th measurement default for Mains that are measured but only missing this value.
Motion:
Missing MGT measurements will be subject to penalties if not reported by the 2020 racing season. The old formula will apply in these cases until then.

c) Jib:

No changes or reviews

d) Point to Point racing with an Asym on a sprit separate from W/L races.
From last meeting:
Jamie Dike has been actively working on this and Alison Jones is also doing some analysis. Jamie reported using the Jim Teeters NFS-Delta formula for WL8 and CR8 as a tool to determine the difference in performance.
Action: Adam will supply polar to Jamie to review.

6) Projects and Initiatives:

a) Proposal for High Performance Ratings - Adam Farkas & Owen S.
Adam explained extensively the intent behind this movement. His proposal includes 2 separate items.
1. Create an interclub TOT conversion.
            - to improve corrected time compression in day races.
            - the new TOT conversion set to 650/(TOD + 550)
            - race authorities will be asked to voluntarily adopt the new conversion
            - include new “Interclub TOT” value, along with “Standard TOT” on Certificate.
Action: Generally accepted by Central Council, but final vote still required.
2. Create an HP designation on some classes.
            - Get more boats using PHRF-LO
            - Make racing more enjoyable and fair by designating some boats as “Designed for Racing HP” and asking Interclub Regatta organizers to have HP divisions.
Action: Generally NOT accepted by Central Council.

b) US Sailing Fleet Assessment - Jamie D & Owen S
Tabled for March meeting.

c) Budget Review for Projects - for Executive
Tabled for March meeting

d) NFS-DELTA - suggestion for 2018 - Diana Riley

After a very lengthy discussion and review, it was generally agreed that the current NFS-Delta values (in most cases) were inaccurate and in need of adjustment. Having used the Jim Teeters GPH formula for 5 years, our race analysis, personal & handicapper observations and comments, average wind conditions for Lake Ontario and predominant courses used by clubs were all used as indicators on how to proceed.

The following 4 motions were passed: M/S. Bill V, John C. Carried.

  1. Decouple the NFS-Delta value from the Jim Teeters GPH formula
  2. Reset (change) the NFS-Delta values to the Jim Teeters W/L 10 formula (updated to our sail area calculations) to establish new values starting this season (2018). Also to be used for Initial Ratings.
  3. For 2018 & 2019 there will be no adjustments to the new NFS-Delta values.
  4. As of 2020, the NFS-Delta may be adjusted using the Jim Teeters formulas (CR8, CR10, WL10, WL8) as a suggested range of values.

Handicappers Manual Part I section:

2.3.    Handicapping Changes. that affect PART II of the Handicappers Manual, will be ready for presentation at the Annual Meeting *, the year previous to when the changes take effect. With a "draft" of PART II available for viewing by Sept 1st of the previous year.

NOTE: Exceptions will be made for minor housekeeping corrections.

8.3.8. Standard Class SP handicap changes, made by Central Council, will be completed by no later than April 1st of the current year for the coming season.

8.3.9 Handicappers may bring, to their District meeting, any boat class (not unique to their District) that they feel should be reviewed by Central Council. If the district approves, the District Chief Handicapper will raise these concerns at the next Central Council meeting. Although the analysis is based on human performance, Central Council looks at the overall fleet performance and utilizes the knowledge and experience of the members of Central council when looking at any particular boat class.
