December 11, 2012
Outside of a formal appeal, many handicappers are faced with unhappy owners who feel that their handicap or the handicap of a competitor is incorrect.
As a Handicapper, one of your responsibilities is to address concerns at the Member Club level.
You are considered the "1st Level Review" for the owner who files an appeal.
As District Chief, you have an obligation to review any appeal that is brought to your by one of your District Handicappers.
These appeals should be addressed at your next District meeting or via your District Forum Board and is considered the "2nd Level Review".
When an appeal has passed through the first two levels, it may then move onto the "3rd Level Review".
At this point the appeal will be reviewed by one of the Chief Handicappers for pre-review.
