suggested we should go through and look at classes that are fairly similar with minor changes, to see if it would be more feasible to group them together, meaning more boats/numbers per class and less single boat classes. - J 24 - update to ODR Mid Girth - Class now rating up 5 sec/nm – Tabled till next meeting
- Sharks - update to ODR Mid Girth - unknown Mid Girth - Adam suggests leaving as is. – Tabled till next meeting
4) Handicapping items:
a) NON-FLYING HEADSAILS: Nothing to look at until it is decided what is being done with the Point to Point racing
b) FLYING SAILS: Nothing to look at until it is decided what is being done with the Point to Point racing.
c) Point to Point Handicapping – Adam – we currently don’t have a database set up to handle this type of racing. So we are not able to permit the use of Free Flying Sails at this time. Still working on a formula that will work and be accepted by Council. Still a work in progress.
Jamie - noted that PHRF is not fair for Distance Racing, as we lack a proper program that works.
d) Handicappers Manual - Movable Appendages - section 8.2 and 8.7 Keels - Sue Sproule
- Asking that Footnote ** Must be fixed in down position during racing following Keel Types and Penalties be removed as it contradicts PHRF-LO Rule 8.2 (example boat class the S2 7.9)
Motion: That this Footnote be removed from rule.

a) Handicappers Manual Changes 2022:
Revision of presentation done at the AGM
Bill Visser- apologized, stating that that the wording changes proposed to and accepted at the AGM, were actually not done clearly enough, to sound correct. He will be updating clearer revisions and submitting them to the March meeting. Upon approval by CC, it will be sent out to District Handicappers for approval of these changes.
b) Handicappers Manual Changes 2023: see above
c) Time on Time multiple factors - email from Buffalo Harbour Sailing Club - Diana Riley
Looking at helping them with this strictly as a courtesy to Lake Erie PHRF. John Crawley has been in touch with them, helping with his personal experience.
