Graham Dougall, QCYC, Zoom Host
Joe Greenwood, NYC
Eric Langford, BC
Glen Broll, RCYC
Bob Moss, PCYC
Wayne Parker, MCC & Scribe

1) Approval of Previous Meeting Minutes:
Adam opened the meeting with the request to accept the Minutes of the previous TORW District Meeting. He asked all in attendance, if there were any objections, there were none. The previous Meeting Minutes were accepted.

2) Actions of Previous Minutes:

a. Adam talked to the Equivalency Rule and its affect on NFS deltas on boats affected. He mentioned his findings, to date show many of these NFS deltas appear to be off significantly on Benchmark boats. This is also evident, when reviewing information from other Handicapping organizations. He further mentioned the project he is working on may resolve this issue. His findings will be presented to the experts and they will decide.

b. It was actioned in the previous meeting that Wayne would determine if the Henderson 30’s sprit was fixed or articulating. Wayne reported it is articulating and that it articulates approximately 5-7 degrees either side of centre. Therefore, the Henderson 30 does not qualify for the CTP credit.

4)New Class Assignments

a. PCYC – Hanse 348
b. Boulevard Club – Hanse SD
Adam expressed concern the initial assignments were too far apart for the same boat with different keel designs. The proposed initial assignments were 117 for the Hanse 348 and 138 for the Hanse 348 SD. Adam stated the expected the differential should be in the 3-6 sec/nm range. He suggested the two Handicappers contact each other (Alison Jones - PCYC & Eric Langford - BC) to review both Initial Assignments and revised them.

Motion by: Adam Farkas
Second by: Graham Dougall
Passed: Unanimously

c. MCC – C&C 30 OD
Adam mentioned he had reviewed this boat, including watching a video of the class and discussing the performance with a reputable reference (Kevin Brown), who has sailed on the boat. It was noted the boat is challenging to sail and is limited by its Waterline Length. In 15-18 knot winds, when sailing upwind, it wants to round up. It is a high performance boat and to sail it competitively will require significant skill. Adam felt the Initial Assignment was a good and recommended it be accepted.

Motion by: Adam Farkas
Seconded by: Joe Greenwood
Wayne Parker abstains, passed unanimously by others

d. EYC – Gibsea 9.6
Adam expressed that the Initial Assignment of the Gibsea 9.6 (150) appeared somewhat harsh, when compared to the Gibsea 9.2 (168). Also, in comparing the Gibsea 9.6 to the Gibsea 9.2, it was noted the Waterline Length difference was <2ft. suggesting a difference in theoretical hull speed of <4%. Adam recommended the Initial Rating should be raised 6sec/nm higher to 156.

Motion by: Adam Farkas
Seconded by: Wayne Parker
Passed unanimously

5) Appeals and Rating Reviews
a. Appeal to the CC about the Ben 1st 10R received
Adam mentioned the Appeal of the Beneteau 1st 10R to Central Council, from the C&C 115 CF owner had been received. He reviewed the new data submitted and will recommend to Central Council, not to adjust that rating of the Beneteau 1st 10R. In his opinion, the data supporting the Appeal did not justify a rating change as the data was club race data from only one source only (MCC). There was no data submitted from other clubs and inter-club races for 10R’s on the lake. Central Council will still decide the final outcome.

6) Other Business
There was no other business.
The meeting adjourned at 7:21PM.
