G&S 34- No Changes
Rocket 22 CF-SB – No Changes

  1. Other classes
    1. J 24 ODR – change from Max Girth to Mid Girth of Spinnaker.
Motion: to adjust -6 to FS-SP to maintain FS-ASP at 161 (previously 162)
      M/S:Sue / Mike.   Carried
    2. Sharks ODR – class rules do not list Mid Girth of Spinnaker.
Kevin (TAC remotely contacted) suggesting that the girth change will not impact the handicap, so no change in class FS-SP is needed.
      Motion:  - No Change  M/S: Michael/Sue
    3. Hunter 30-2 WK
Brought up by Michael, boat is a one off. His rating has changed 15secs due to NFS Delta change and Equivalency limit. Unfortunately, the FS-SP can Increase or Decrease and ASP will not change.
Action: Consensus to Leave as is
  2. Grievances
  1. Santana 20 SD/WK MOD - Sue Sproule
Report from John Crawley was presented
    - This was a rush Certificate a couple years ago.  Confusion on many measurements, it seems proper ones may not have been taken. John Crawley offered his time to go out and take measurements, and it was then noted there was a discrepancy. Original rating was based on misinformation.  Recommending credit 6 secs for Wing keel and -9 sec/nm for the Modifications. Noted that the NFS Delta has now also changed.  Resulting in rating change of +3 sec on his NFS-ASP.  He was being penalized 6 seconds for the MOD.  Previously wasn’t getting the credit for his Wing keel.
John Crawley suggested he would like to also see the sails re-measured.

Motion: To increase FS-SP by 3 seconds and adjust the NFS Delta to 15 based on the new reported measurements.   M/S Adam/Owen – Carried.  1 Abstain

4)    Handicapping items:

  1. a) HEADSAILS – Nothing to discuss
  2. b) FLYING SAILS:
  • No changes or reviews
  1. c) MAINSAILS: Nothing to discuss
  2. d) MASTS - CF vs AL adjustment -/+ 6 - Owen

Should we modify the adjustment (+/-3) for boats LOA <40?
Based on other regions calculations, we should look at changing the adjustments between CF vs AL masts to (-/+ 3), for boats that are under 40’ LOA instead of the (-/+6) we currently implement.

Proposing the +/-3 as a change for the 2023 Season.

Action: Diana will supply a printout of what boats it would affect, in order for it to be reviewed.

TABLED: to review at the Fall CC meeting, when more data is available to properly review and assess.

5 ) Handicappers manual changes 2022 - from last meeting

Handicappers Manual 2022

- Bill Visser presented changes in the editing to clear up (clearer explanation) of what had been previously proposed and accepted as changes.

Action: Diana will send out a Final Draft of the revisions to the Handicappers Manual, for everyone to review and accept, before publishing the updated version.

6) Projects and Initiatives:

  1. P2P Time on time - Owen Schneider
Review of US Sailing Time on Time for WL

Owen wants to propose we Use Teeters (WL 10 less ap10) over WL 8 After reviewing and comparing the ORC formula and results with our current formula used.  Suggesting we change the WL formula we currently are using.

Adam, commented we need to be extremely careful how we go about the change in formula, as small changes can highly impact the results we see, and affects the faster/slower boats significantly. Given his calculations and spread sheet results, shared with us.

Action: Owen would like to run his P2P recommendation formula for this season, and then present his findings at the end of the season.  – Approved
