What classes are being reviewed and why?
The big question every year is: Why did this class get a handicap change.
There are 3 possible reasons:
1. It appeared on the "Alert List" as part of the Annual Race Analysis report.
2. There was a request to have the handicap reviewed either by Appeal or by Handicapper request.
3. This was a new class that was reviewed as part of the annual review of New or changed handicaps.
Alert Review
You can find many articles related to the Alert Review, but they all start with the Race Analysis Summary Reports

Request a Review
There are 2 types of Class reviews that can be "requested":
New Class
All New or changed classes are reviewed by Central Council annually.
In order to be reviewed, the class must have 2 years of race results in the Race Analysis Summary Reports.
Or, it must be for a class that had an established version already handicapped.
